First Comprehensive Review of the Market Basket Measure of Low Income

The purpose of the Market Basket Measure of low income (MBM) was to measure the cost of this basket for a reference family of one male and one female adult aged 25-49 with two children (a girl aged 9 and a boy aged 13) in 48 geographical areas within the ten Provinces (a 49th region was added retroactive to 2005 as part of the current review). The MBM also provided a measure more sensitive to regional differences in living costs, particularly for shelter and transportation, than the LICOs and the LIM.
